The UAE Private Tutor Work Permit, Explained for Parents and Tutors

Private tutoring in the UAE needs a MoHRE work permit — free, two years, created by Ministerial Resolution 710 of 2023. What it covers, who qualifies, and how a parent verifies it.

Private tutoring in the UAE is not an informal arrangement that sits outside the law. Since 2023 it has had its own work permit - the UAE private tutor work permit, issued by the Ministry of Human Resources and Emiratisation (MoHRE), and an individual who gives paid private lessons without one is working outside the permit regime. That single fact is missing from almost every tutoring page a UAE parent will read, which is why so many families end up paying cash to someone whose legal position neither party has checked.

This guide explains the permit as it actually works: what it is, which law created it, who is eligible, what it costs, how long it takes, and the conditions attached to it. It also explains the parts parents care about most — how you verify that the person sitting with your child is permitted to be there, why a teacher is barred from tutoring pupils from their own school, and why a tuition centre with premises in Dubai needs an entirely different document from the regulator than a freelance tutor does.

A warning about sources before we start. The permit is a real regulatory instrument, and there is a lot of confident nonsense written about it, including fine amounts that no ministry has published. Everything stated here is attributed. Where a point is reported by the press rather than published by the authority, it is labelled as such. Where no figure exists, this guide says so rather than inventing one. And where the answer depends on your own circumstances, the correct next step is MoHRE or your emirate's education regulator, not a tutoring company's blog.

The permit in four numbers

Yes, provided you hold the right permit. Private tutoring in the UAE is regulated through a dedicated MoHRE work permit introduced by Ministerial Resolution No. 710 of 2023 Regarding the Introduction of Private Tuition Work Permits, as set out on the federal government's own work permits page at u.ae. The permit is the mechanism that makes paid private tuition lawful for an individual. Working without it is not a grey area: the government states plainly that individuals offering private tutoring without a MoHRE permit will be subject to fines and penalties outlined in the applicable laws.

This matters because the two stories families usually hear are both wrong. The first is that tutoring is unregulated and anyone can charge for lessons — untrue since the 2023 resolution. The second is that tutoring is effectively banned and the permit is a formality nobody obtains — also untrue, because the permit exists precisely to bring private tuition inside the system, and it is granted to a deliberately wide range of people, including students.

The practical consequence for a parent is that "is my tutor any good?" and "is my tutor permitted?" are two separate questions, and only one of them can be answered by a trial lesson. A tutor can be an outstanding Higher Level Physics teacher and still be working outside the permit regime. A tutor can hold a valid permit and still be a poor fit for your child. You need to ask both questions, and most families only ask the first.

Two questions families collapse into one

The whole argument of this guide sits in the last two rows. An outstanding Higher Level Physics teacher can be working outside the permit regime, and a fully permitted tutor can be a poor fit for your child - so running one check twice is not the same as running both. Our page on experienced IB tutoring in Dubai exists for the second column; this guide is about the first.

What Exactly Is the MoHRE Private Tuition Work Permit?

It is a work permit, not a teaching qualification. MoHRE's own service is titled "Issuance of a New Work Permit - Private Tutor Licensing", and it authorises the holder to provide private tuition as paid work. It does not assess subject knowledge, it does not certify that someone can teach the International Baccalaureate (IB) Diploma Programme, and it says nothing about whether the holder has ever seen a Cambridge IGCSE mark scheme. Parents sometimes read the permit as a quality badge. It is a compliance document, and treating it as a quality signal is the second-most common mistake in this area.

0

Four zeros and a one. The permit is the floor a tutor must clear, and it says nothing whatever about the ceiling.

What the MoHRE permit certifies, and what it does not

Which is why the rest of this guide keeps the two checks apart. A permitted tutor who has never seen a Cambridge IGCSE mark scheme is fully compliant and entirely wrong for an exam-year student, and no document in the UAE system will tell you that.

Three features define it. It is granted free of charge. It runs for two years. And it carries a code of conduct, which is the part that does the real work, because the code is what prevents the most obvious conflict of interest in school tutoring — a teacher charging the families of children they already grade.

The permit also sits at the individual level. It belongs to the person tutoring, not to an agency that introduced them, and not to a platform that processed the payment. If you engage a tutor through an intermediary, the intermediary's own registration tells you nothing about the tutor's permit status. Ask about the person who will actually be in the lesson.

Who Is Eligible for a Private Tutor Permit, and Who Is Blocked by Their Own Job?

The eligible categories are broader than most people assume. The u.ae work permits page lists teachers registered in government or private schools, employees in the government and private sectors, unemployed individuals, school students aged 15 to 18, and university students. That last pair is the detail that surprises parents: a university undergraduate tutoring GCSE maths, and a sixth-former tutoring a younger child, both have a legitimate route to a permit. The system was designed to cover the actual market, including the part of it that runs on students.

Who the private tutor work permit is open to

That last row is the one to carry into an interview. Eligibility is a question about a person's employment status, never about their teaching, which is why the category tells you where to start probing rather than what to conclude.

What the eligibility list does not do is remove the conditions attached to the permit. Being in an eligible category is the start of the process, not a blanket authorisation to tutor anyone. The clearest restriction concerns your own employer's pupils, and it is covered in its own section below because it is the rule most often broken.

Tutor categoryNamed as eligible on u.aeThe condition parents should probe
Teacher registered in a government or private schoolYesMust not tutor students affiliated with their own school
Government sector employeeYesEmployer policy may still restrict secondary paid work
Private sector employeeYesEmployer policy and sponsorship terms may still apply
Unemployed individual residentYesThe permit is the thing that makes the work lawful, so ask for it directly
University studentYesStrong on recent syllabus memory, weaker on assessment experience
School student aged 15 to 18YesSuitable for younger learners, not for Diploma Programme coursework
Tuition centre with premises and staffNot this permitA different, institute-level licensing route via the emirate regulator

If you are a parent reading that table, the useful takeaway is that the category tells you something about teaching experience, not about permission. A permitted university student and a permitted examiner-experienced teacher are equally compliant and wildly different purchases. For Diploma Programme coursework in particular, where the boundary between coaching and doing the work is where students get into trouble, experience matters more than price. We go into that boundary in detail on our guide to choosing an IB tutor in Dubai.

Does the UAE Private Tutor Work Permit Cost Anything?

No. The permit is granted free of charge for two years, and that is stated on the federal u.ae work permits page. MoHRE's own service page for private tutor licensing lists no fees at all. This is unanimous across every official source we were able to read, and it is worth stating bluntly because it is the point where misinformation does financial damage.

If a tutor, agency or "licensing consultant" asks you — or asks a tutor — for money to obtain the private tuition work permit itself, the fee is not the government's. There may be legitimate costs around the edges of any application, such as document attestation that a particular person's situation requires, but the permit is not a priced product. A parent being asked to fund a tutor's permit should treat the request as a red flag about the arrangement generally.

The zero fee also quietly answers a question families ask in a different form: "won't a permitted tutor charge more?" There is no permit cost to pass on. If a tutor's rate is high, it reflects experience, scarcity of the subject, travel time, or demand in exam season — not compliance. Market rates in Dubai span a wide band for reasons that have nothing to do with paperwork, and we break that band down on our IB home tutor fees and IGCSE tutor cost pages.

How a Tutor Applies for the Permit, Step by Step

The application runs through MoHRE's own channels: the MoHRE smart app, the MoHRE website, and the ministry's e-services system. The service is listed as "Issuance of a New Work Permit - Private Tutor Licensing" with a stated completion time of two working days. There is no third-party gateway that a tutor is obliged to use, and no agent is required.

6Diarise the two-year expiryThe permit is granted for two years, so the renewal date is predictable from day one
Applying for the MoHRE private tuition work permit

Two working days is a genuinely short window, and it reframes the excuse parents hear most often. "I'm waiting on paperwork" is not a two-month story under this regime. If a tutor has been meaning to sort out a permit for a term and a half, the obstacle is not the ministry's processing queue.

The two-year validity also creates a tidy planning point for anyone tutoring across a full Diploma Programme cycle. A DP student you start with in the first year of the programme will sit final exams inside the life of a single permit, which means a tutor who renews on time never has an expiry landing in the middle of an exam series. Tutors who think in terms of sessions rather than calendar years are the ones who get caught out, and our IB exam timetable guide for the UAE sets out the session shape that the renewal date should be planned around.

Exam sessions a two-year permit has to cover in the UAE

Four live exam windows fall inside a single two-year permit, and a lapsed permit in any one of them is a tutor who stops at the worst possible moment. That is the renewal argument stated as a calendar rather than as a reminder, and it applies as much to IGCSE tutoring in Sharjah and Cambridge IGCSE tutoring in Dubai as it does to the Diploma.

Why Can't a Teacher Tutor Students From Their Own School?

Because the conflict of interest is unmanageable, and because the rules close it off from two directions. The MoHRE permit's code of conduct bars the holder from serving students affiliated with their own school. Separately, in Abu Dhabi, professional-ethics rules for private and charter school staff have been reported to prohibit teachers from providing paid private tutoring to students enrolled at their own school, with teachers tutoring outside school hours required to hold the MoHRE private tuition work permit.

That Abu Dhabi point comes from press reporting of ADEK's rules rather than from a document we read on ADEK's own site, so treat it as press-reported and verify the current wording against the Department of Education and Knowledge directly before you rely on it. The direction of travel, though, is consistent across both sources: the person who grades your child's work should not also be the person you pay privately to improve it.

The reason is easy to see once you state it as a transaction. A teacher who sets your child's internal assessment deadlines, marks their mock, writes their predicted grade and recommends them for Higher Level is also, in that arrangement, selling you extra access to themselves. Even where every individual acts honourably, the family that cannot afford the extra hours has a rational grievance, and the child whose predicted grade rises after their parents start paying has a problem they did not create.

The Abu Dhabi line is press-reported rather than read on ADEK's own site; verify the current wording with the Department of Education and Knowledge directly.

The own-school rule, closed from two directions

Two independent instruments pointing the same way is unusual in this market, and it is the clearest signal available that the rule is not a technicality. Decline the specific combination of grader and paid tutor, and buy the same subject expertise from outside the school instead.

The practical version for parents: when someone from your child's school offers private lessons, the question is not whether they are a good teacher. Decline the specific combination of grader and paid tutor, and look for the same subject expertise outside the school. That is one of the clearest arguments for engaging a tutor who has no relationship with the school at all, which is the structure behind our online IB tutoring in Dubai and Abu Dhabi provision.

What Should a Parent Ask Before the First Paid Lesson?

Ask four things, in this order, and ask them before money changes hands rather than after a term of lessons. The order matters because each question is cheap to answer honestly and awkward to answer evasively, and the pattern of the answers tells you more than any single response.

  1. 1"Do you hold a MoHRE private tuition work permit?" A permitted tutor answers in one word. Note the question is about MoHRE specifically, not about a licence in general, and not about an agency's registration.
  2. 2"Which eligible category are you in?" Teacher, government or private sector employee, unemployed resident, university student, or school student aged 15 to 18. This is the question that tells you about experience.
  3. 3"Is my child affiliated with your school?" If the honest answer is yes, that is the end of the conversation, whatever the tutor's view of the rules.
  4. 4"What will you not do?" A tutor who cannot immediately say that they will not write an internal assessment, Extended Essay or Theory of Knowledge essay has not thought about academic honesty, and that exposure sits with your child, not with them.

The fourth question is the one families skip, and it is the one with the highest stakes. Under IB rules, work that must be the student's own has to be the student's own, and a tutor who completes or heavily rewrites coursework creates a malpractice risk that falls on the candidate. Legitimate support looks like teaching the skill, interrogating the research question, giving feedback on a draft the student wrote, and coaching the process. It never looks like a finished document arriving from the tutor. We draw that line explicitly in how we run Internal Assessment support and Extended Essay support.

1Do you hold a MoHRE private tuition work permitAsk about MoHRE specifically, not about a licence in general or an agency's registration
2Which eligible category are you inTeacher, government or private sector employee, unemployed resident, university student, or school student aged 15 to 18
3Is my child affiliated with your schoolIf the honest answer is yes, that is the end of the conversation whatever the tutor's own view of the rules
4What will you not doA tutor who cannot immediately name the coursework they will refuse to write has not thought about academic honesty

Each question is cheap to answer honestly and awkward to answer evasively. The pattern across the four tells you more than any single reply.

The four questions, in the order that makes evasion visible

Question four carries the highest stakes and gets asked the least. The malpractice exposure lands on the candidate, not the tutor, which is why we state the boundary on the page rather than in the lesson - see Theory of Knowledge support and Mathematics Analysis and Approaches Higher Level for how a specific subject version of that answer reads.

When Does a Tutoring Business Need a KHDA Permit Instead?

When it has premises and staff. An operation running a training institute in Dubai is a different legal animal from a freelance tutor, and it needs a KHDA Educational Services Permit for a training institute: initial approval first, then a maximum of six months to complete the permit and licence steps, with annual renewal requested at least 30 days before expiry. This is an organisational licence tied to a place of business, and it is granted to the institute, not to the people who teach there.

Individual tutor, MoHRE private tuition work permit2 working days
Tuition centre, KHDA Educational Services Permitup to 6 months after initial approval

Bar widths are proportional to the two published maximum durations, not an index. Each figure comes from the issuing authority's own service page.

How long each permit takes to obtain, at the published maximum

The ratio is the clearest evidence that the two documents certify different things. Two working days buys an individual's authorisation to work; six months buys an examination of premises, staff and programme. Neither converts into the other, and no amount of institute licensing makes a named tutor personally approved by KHDA.

The distinction gets abused in marketing, and it is worth being precise about. An institute holding a KHDA Educational Services Permit cannot describe its individual tutors as KHDA-approved on that basis. Equally, a tutor holding a MoHRE private tuition work permit is not thereby approved by KHDA, ADEK, SPEA, the Ministry of Education, the IB or Cambridge. "KHDA-approved tutors" is the single most misleading phrase in UAE tutoring advertising, and the fact that it appears on well-ranked pages does not make it true.

Where IB Gram stands, stated plainly. IB Gram holds no KHDA, ADEK, SPEA, Ministry of Education, Cambridge or Pearson approval, accreditation, licence or partnership, and we do not claim one. We are not a Dubai training institute with premises, and we have no relationship with any named UAE school. If a tutoring provider tells you otherwise about itself, ask to see the permit number and check it with the authority that would have issued it.

Who Regulates This in Your Emirate?

School regulation in the UAE is emirate-level, and the body that governs your child's school is not necessarily the body that governs their tutor. The tutor permit is federal, through MoHRE. The school sits with the emirate authority. Mixing the two up is how parents end up asking KHDA about a tutor's permit and MoHRE about a school inspection rating.

The ring makes the scale point that the table cannot: KHDA, the body named in almost every UAE tutoring advertisement, regulates the schools of a single emirate and no individual tutor at all. The Dubai-specific layer above the federal permit is covered in our KHDA rules for private tutors in Dubai guide.

What Happens to Tutors Who Work Without a Permit?

They are exposed to fines and penalties under the applicable laws. That is the full extent of what the government has published, and it is as far as this guide will go. The u.ae work permits page states that individuals offering private tutoring without a permit from MoHRE will be subject to fines and penalties outlined in the applicable laws. It does not publish a schedule of amounts.

Figures do circulate. Khaleej Times reported verbatim that the ministry "did not specify the fine amounts or detail the penalties", and a widely repeated number could not be traced to any official source. We therefore publish no amount. A page that quotes an unverifiable fine to frighten a parent into booking is doing something worse than being inaccurate: it is using a made-up legal consequence as a sales tool.

One column is sourced and one is not, which is why no amount appears anywhere in this article. A page that invents a legal consequence to accelerate a booking has told you what its other claims are worth.

The honest risk picture for a family is less dramatic and more useful. The exposure is not that an inspector arrives at your villa. It is that your arrangement has no formal standing: no permit behind the person in your home, nothing to escalate to if the tutoring goes wrong, no recourse if lessons stop two weeks before an exam series, and a safeguarding question about an unverified adult with unsupervised access to your child. Those are the reasons to care, and none of them need an invented fine.

How Does an Online Tutoring Model Fit Into This Picture?

This is where we have to be straight about our own delivery, because the permit question and the home-tutoring question are the same question for most UAE families.

For families in the UAE, IB Gram teaches online, one to one, over live video. We do not send tutors to homes anywhere in the UAE. In-home visiting tuition is an India-only service of ours. So if what you want is a specialist IB Higher Level Chemistry teacher at your kitchen table in Dubai Marina on a Tuesday evening, we are not the provider for that, and no amount of interest on our side changes it. We would rather lose the enquiry than let you discover it after a deposit.

That means the market picture for in-home tutoring is something we describe rather than sell. In-home rates in Dubai run roughly AED 180 to 500 an hour, and the top of that band is partly travel: a tutor crossing from Jumeirah to Arabian Ranches in evening traffic is paid for the journey whether or not anyone calls it a travel fee. Monthly in-home packages advertised in the market have sat around AED 1,599 to 1,799 for four two-hour sessions, against roughly AED 799 a month for eight online sessions. The gap is not a quality gap. It is a logistics gap.

In-home visits against online lessons in Dubai, at market rates

Read the rows rather than the totals and the two products stop being comparable. The in-home premium buys presence and a car journey; the online rate buys access to whichever specialist is free at that hour, which for IB mock exam preparation, IB retake tutoring and online IB tuition in Dubai is the whole point. Our IB home tutor fees in Dubai write-up breaks the same bands down line by line.

How families actually choose, in our experience of the enquiries we receive: in-home wins for young children who cannot yet hold attention on a screen, and for households where a parent needs to see the lesson happening. Online wins decisively where the subject is narrow — Higher Level Physics, Mathematics Analysis and Approaches, Economics Higher Level, Extended Essay supervision in a specific discipline — because the pool of people who can teach that well is small and the chance that one of them lives twenty minutes from you is smaller. Online also wins in exam term, when a cancelled visit is a lost week and a video lesson survives a sandstorm, a school trip and a family relocation.

If you are weighing the two properly rather than by default, our comparison of home versus online IB tutoring in Dubai works through the trade-off with the travel arithmetic attached, and our KHDA rules for private tutors in Dubai guide covers the Dubai-specific regulatory layer that sits above the federal permit.

Does the Permit Tell You Anything About Teaching Quality?

No, and this is the section to reread if you are about to hire someone. The permit is a compliance document. It confirms that an individual is authorised to do paid private tuition work in the UAE. It makes no statement about whether they have taught the Diploma Programme, understand how Higher Level papers are weighted, know where candidates lose marks in a Mathematics internal assessment, or can tell the difference between a Theory of Knowledge exhibition and a Theory of Knowledge essay.

So run the two checks separately. The compliance check is the permit, the category, and the own-school question. The competence check is subject-specific and evidential: which syllabus, which board, which components, what they would do in the first four lessons, and how they would mark a piece of your child's recent work against the published criteria. A tutor who can talk fluently about Cambridge IGCSE Mathematics 0580 versus International Mathematics 0607, or about the difference between Analysis and Approaches and Applications and Interpretation, is demonstrating something the permit cannot.

The competence check is also where a trial lesson earns its keep, and where the subject pages do real work. If you want to see what subject-level specificity looks like before you interview anyone, compare our Cambridge IGCSE Mathematics 0580 and IB Diploma Physics Higher Level pages. A tutor should be able to go deeper than either of them in conversation. If they cannot, the permit is not the problem.

What a permitted tutor may do against what no tutor should ever do

Keep that split in view while you read the answers below, because every question about the permit eventually arrives here. A tutor who holds the permit and crosses the right-hand column has created a risk the permit does nothing to cover.

Do I need a work permit to be a private tutor in the UAE?

Yes. An individual providing paid private tuition in the UAE needs the MoHRE private tuition work permit, introduced by Ministerial Resolution No. 710 of 2023. The federal u.ae work permits page states that individuals offering private tutoring without a MoHRE permit will be subject to fines and penalties outlined in the applicable laws. Eligibility is broad and includes registered school teachers, government and private sector employees, unemployed residents, university students, and school students aged 15 to 18. Being in an eligible category is the start of the application, not a substitute for holding the permit.

How much does the UAE private tutor permit cost?

Nothing. The private tuition work permit is granted free of charge for two years, according to the federal u.ae work permits page, and MoHRE's own private tutor licensing service page lists no fees. This is consistent across every official source we read in October 2026. If anyone asks a tutor or a parent to pay for the permit itself, that charge is not the government's. There may be incidental costs in an individual's own paperwork, such as document attestation, but the permit is not a priced product and no official fee figure exists to quote.

How long does a private tutor work permit take to be issued?

MoHRE's service page for "Issuance of a New Work Permit - Private Tutor Licensing" states a completion time of two working days. Applications go through MoHRE's own channels: the smart app, the MoHRE website, and the ministry's e-services system. No intermediary is required. Two working days is short enough that a tutor who has spent months "waiting on paperwork" is describing something other than the ministry's processing time. Once granted, the permit is valid for two years, so its expiry date is predictable from the day it is issued.

Can my child's own school teacher tutor them privately for money?

They should not. The MoHRE permit's code of conduct bars the holder from serving students affiliated with their own school. In Abu Dhabi, professional-ethics rules for private and charter school staff have been reported to prohibit teachers from providing paid private tutoring to students enrolled at their own school — that point is press-reported via Gulf News rather than read on ADEK's own site, so verify the current wording with ADEK directly. The underlying principle is sound regardless: the person who marks your child's work and writes their predicted grade should not also be selling you private access to themselves.

How can I check whether a tutor in Dubai is legally permitted?

Ask the tutor directly whether they hold a MoHRE private tuition work permit, which eligible category they fall under, and whether your child is affiliated with their school. Because the permit is issued by the Ministry of Human Resources and Emiratisation, MoHRE is the authority to approach about an individual tutor's status — not KHDA, which regulates Dubai's private schools. An agency's own company registration tells you nothing about the permit status of the person who will actually teach the lesson, so always ask about that individual.

Is a KHDA-approved tutor a real thing?

No, not as the phrase is normally used. KHDA issues an Educational Services Permit to a training institute — an organisation with premises and staff — through a process involving initial approval, up to six months to complete the permit and licence steps, and annual renewal requested at least 30 days before expiry. That is a licence held by the institute, and it does not make the institute's individual tutors personally KHDA-approved. An individual tutor's authorisation comes from the federal MoHRE permit. Advertising that describes individual tutors as KHDA-approved is overstating what any permit actually says.

What is the fine for tutoring without a permit in the UAE?

No fine amount has been published, so no figure should be quoted. The u.ae work permits page says only that individuals tutoring without a MoHRE permit face fines and penalties outlined in the applicable laws. Khaleej Times reported verbatim that the ministry did not specify the fine amounts or detail the penalties. Numbers circulating online could not be traced to an official source, and any tutoring provider quoting a precise figure is inventing a legal consequence. The real risk for a family is an arrangement with no formal standing and no recourse, which is reason enough to ask about the permit.

Can a university student legally tutor in the UAE?

Yes. University students are explicitly named among the eligible applicants for the private tuition work permit on the u.ae work permits page, alongside school students aged 15 to 18. The permit does not discriminate by career stage. What it also does not do is certify teaching skill, so the category matters when you choose: an undergraduate often has excellent recent syllabus memory and is well suited to younger learners or foundational topics, while Diploma Programme coursework and Higher Level exam technique generally call for someone with real assessment experience.

Does holding the permit mean a tutor is qualified to teach the IB?

No. The permit is a work authorisation, not a teaching credential. It makes no assessment of subject knowledge, exam-board familiarity or Diploma Programme experience, and it is not issued by the IB, Cambridge or Pearson. Run two separate checks: compliance, which is the permit plus the own-school question, and competence, which is subject-specific. Ask which syllabus and which components they have taught, what their first four lessons would cover, and how they would mark a recent piece of your child's work against the published criteria.

Does IB Gram send tutors to homes in Dubai or Abu Dhabi?

No. For families anywhere in the UAE, IB Gram teaches online, one to one, over live video. In-home visiting tuition is an India-only service of ours, and we will not promise a tutor at a UAE address. The market for in-home tutoring in Dubai is real — roughly AED 180 to 500 an hour, with travel built into the top of that band — but it is a market we describe rather than sell. Online delivery is also what makes a genuinely specialist tutor reachable for narrow Higher Level subjects.

Is my tutor's permit still valid, and how would I know?

The permit is granted for two years, so its expiry is predictable from the issue date. Ask when it was issued, not just whether it exists, and note that a lapsed permit puts the holder back in the position of tutoring without one. For a Diploma Programme student the timing is worth checking against the exam calendar: a two-year permit covers a full DP cycle if it is renewed on schedule, but a tutor who tracks sessions rather than calendar years can let one lapse mid-series. Our IB exam timetable guide for the UAE sets out the session shape to plan against, our IGCSE exam timetable guide for the UAE does the same for Cambridge and Pearson candidates, and our IB results day guide for the UAE covers the fortnight after the papers, when a lapsed permit does the most damage.

Can a tutor teach several children from different schools under one permit?

The permit authorises the holder to do paid private tuition work; it is not issued per student. The constraint that matters is the code of conduct attached to it, which bars serving students affiliated with the holder's own school. So a permitted tutor who is also a teacher is limited by where they teach, not by how many families they work with. For anything beyond that — group classes run from premises, for instance — the activity starts to look like a training institute, which is an emirate-level licensing question rather than a MoHRE permit one. Ask the regulator for your emirate.

How to use this guide, and what we will not tell you

How to use this guide. Treat the permit as the floor, not the ceiling. Ask the four questions before the first paid lesson, keep the compliance check separate from the competence check, and verify anything that affects your family against the authority that issued it: MoHRE for an individual tutor's permit, and your emirate's regulator — KHDA, ADEK, SPEA, the Department of Knowledge in Ras Al Khaimah, or the Ministry of Education — for anything school-related.

What we will not tell you. We will not tell you that tutoring is required for school progression, university admission or Ministry of Education equivalency, because it is not. We will not quote a fine nobody has published. And we will not claim an approval we do not hold.
